MKUTANO MKUU WA UMOJA WA WABUNGE SKAUTI DUNIANI

Wajumbe kutoka Japan na Korea wakijadiliana maandalizi ya Mkutano wa 7 wa umoja wa skauti wabunge duniani 2011.
  • Maandalizi ya Mkutano wa 7 wa Umoja wa Wabunge Skauti Duniani!

Wawakirishi wa Chama cha Skauti Japan (Scout Association of Japan - SAJ) mwaka 2011 walienda Korea kwa ajili ya maandalizi ya mkutano mkuu wa Umoja wa Skauti Wabunge Duniani "World Scout Parliamentary Union (WSPU)" ambao utafanyika nchini Japan mwaka 2013. Wawakirikishi wa Chama cha Skauti Japan (SAJ) pamoja kukutana na wawakilishi wa Chama cha Skauti Korea (KSA) pia walikutana na wawakilishi wa umoja wa wabunge Skauti wa nchini Korea (Korean Scout Parliamentary Association - KSPA) ambao wanafanyakazi kama Kamati Tendaji ya Umoja wa Wabunge Skauti Duniani.

Madhumuni makubwa ya ziara ya wawkilishi wa SAJ yalikuwa ni kubadilishana habari na uzoefu wa kiutendaji kuelekea mkutano mkuu wa saba wa umoja wa wabunge skauti unaotarajiwa kuudhuliwa na wabunge skauti kutoka nchi tofauti duniani watakao jadili mada kuhusu Skauti na Vijana, pamoja na vijana kushiriki katika maamuzi yatakayoleta tija miongoni mwao.

Uzoefu umepatikana toka Chama cha Skauti Korea (KSA) na Umoja wa Wabunge Skauti wa Korea (KSPA) katika Mkutano Mkuu wa 6 Duniani uliofanyika nchini Korea, katika ziara hiyo walijadiliana katika nyanja tofauti kama mipango na mikakati. Pamoja na hayo, pia Mkutano Mkuu pia mkutano mkuu wa 6 nchini Korea ulijadili miundo na mipangilio ya kamati za shughuli/matukio, pamoja na bajeti na udhamini.

Kwa ajili ya mpangilio mzuri wa mkutano huu nchini Japan, SAJ imeanza maandalizi mapema toka mwaka 2011, na pia itakuwa mwenyeji wa Jamboree ya Skauti ya 23 ya Dunia (WSJ) ambao utafanyika mwezi Julai mpaka Augosti 2015. Kwa kutambua umuhimu na ukubwa wa tukio, Chama cha Skauti Japan (SAJ) pia kimeanza maandalizi ya 30th Asia-Pacific Regional Scout Jamboree na 16th Nippon (National) Jamboree.

Kikubwa cha kujifunza kutoka kwa wenzetu ni umuhimu wa maandalizi ya mikutano na shughuli mbalimbali, Mkutano mkuu wa 7 wa Umoja wa Wabunge Skauti Duniani, Japan imeanza maandalizi toka mwaka 2011 ambapo utafanyika mwaka 2013 mwezi Novemba.

Huenda hata TSA hawana habari au maandalizi yeyote kwa Wabunge Skauti wa Tanzania kushiriki mkutano huu. Hata hivyo jitihada zinaendelea za kumtafuta muhusika wa TSA na mwenyekiti wa Wabunge Skauti Tanzania Mh. Abdulkarim Shah (Mbunge Wilaya ya Mafia) kutupa ufafanuzi juu ya hili.

The World Scout Parliamentary Union (WSPU) is an international organisation that unites the National Scout Parliamentary Associations (NSPAs) which exist in almost 100 countries world-wide and their members are Members of national Parliaments, Deputies or Senators. Its object is to strengthen National Scout Organisations and World Scouting through the influence of parliamentarians who believe that Scouting is an effective educational method.
Each NSPA decides independently on the membership and organizational form of a given NSPA. In some countries this structure is formalized; in others it is quite casual; some even include members of Regional Parliaments. In all cases, however, a fundamental principle of balanced political representation must be - and is - ensured: an NSPA's membership scheme should never be in favour of one party.
The catalyst for the creation of WSPU was the opportunity to use the untapped support that existed in parliaments and governments for World Scouting. WSPU also allowed the participating Parliamentarians to broaden their perspective on Scouting and realize its full potential. As a result, WSPU is an important tool that allows World Scouting to inform Parliamentarians of Scouting's current agenda. When Parliamentarians return to their home countries, they are better equipped to draft youth policies that are beneficial to the youth movement in general and Scouting in particular. Furthermore, as a consequence of WSPU, awareness of Scouting's involvement in issues like peace, environment and health, has increased not only on a national level but a global one as well.
